Be it whether you stay at high floor or low floor this problem will exist and should anticipate such problem.
I don't stay home in the day so I usually hang my laundry in door on bamboo with the help of the cloth hanger. It difficult to avoid this or put a stop on your neighbour from doing. If you know the culprit try have a talk with them nicely. Don't confront cos' it not gonna help. good luck!

Condo usually has a balcony to hang clothes. Is indoor & usually there's no problem to dry cos it airy and near to the window.
