Why Punggol residents' committe centre rarely open?

How come building a CC also needs to raise fund?
Isn't there funds allocated for town facilities?
Then our conservancy fees and housing prices paid to where?
So if fund not raise enough, does it mean no CC for Punkgo?

i find it rather absurd too.

wat abt some CCs in other areas that have rather unsual and inadequate extra exterior designs... why spend on those? to attract who? why need to build some till so extravagant?? somemore some build till so outstanding yet in the middle of some neighbourhood where no car or outsider will pass by and see one. for wat? why not save those funds and make better use??? it's really weird... i really cannot understand... even residents staying near these 'upgraded' CCs cannot understand. it's just so plain weird...

The money collected to build the CC, then where is the budget allocated by PA gone to?

so did these ppl staying around these places have to go through some fund raising to have their CCs built?? (punggol 21 no pic, so poor thing)
