Simply repainting may not work. It looks like the problem starts from the structure on the roof top. Water tanks? It spreads from there downwards.

It's a pity our brand new Punggol 21 estate looks like flats in JB. ( not painted for the last donkey years ). Fortunately those dirty flats in JB are due for tearing down because of the Iskanda Development. It has been an eyesore each time we visited JB. oops

Look around at some of the old estates in Singapore. There are countless. After interim upgrading, those 20 to 30 years flats looks much better than what we have in Punggol 21. Its shameful isn't it. High time our Town Council need to expedite in repainting them. End of 2008 is only 7 more months to go.  Huh? Huh?

Think it's because of poor paint work, workmanship or sub standard material used by the contractor, as you were to compare this with other blocks around 128, u could clearly see the differences even though the rest are more or less painted at the same time..................... as far as from the express way.

Ironically, the blocks in orange and blue ones are still good condition even though their blocks are nearer to the expressways. The blocks at 104 and 103 paints are also still in good condition.

Blk 114, 118, 116, 117 and the MSCP are in helpless state too.
