well.. sorry for me to say this.. but he is smoking downstair, in his unit.... so in a way, he didn't offend anyone. he got his right to smoke in his unit. somemore, u are two level above him... did u talk to the neighbour just 1 level below u? if they had the same problem, u may want to talk to the smoker together with them to highlight to him... maybe he will understand afterall....

Used to smoke so I understand the plight of smokers nowadays. Everywhere they go cannot smoke, coffee shop must sit in yellow box etc...

To avoid offending &concern for the 'health' of people in their own house they took the initiative to smoke outside. So now if people are also complaining when they carry out their 'habit' outside, what can they do or where can they go? Do you have a suggestion where they should smoke when they need to do so?

Does smokers care about non smokers who they do not know? Does smokers care about their neighbours?

There is no need to suggest a way out for these smokers. Go figure out a way themselves how to smoke without affecting other people's air supply.

Go figure out a way to smoke without polluting the air that is shared. If not, then expect non smoking neighbours to be irritated by the air pollution.

Smokers, by enjoying an addiction, for self enjoyment, for self benefit, are affecting their neighbours right to enjoy their property.

Go ahead, smoke, but keep the smelly, cancer causing smoke in your own property.
