How do you stop a smoker from smoking downstairs

everybody are using own $ to buy own flat,n yet he smoking at his own flat just that u lucky hanging cloth outside.he had the right to do whatever at his own flat if he said u hanging cloth block the wind izzt had to stop u from hanging cloth.smoking are only offence at some public place but not at own house. your flat using your own $ to buy,izzt your downstair neighbour flat are free from pap so not freedom at all huh.anyway im not a smoker just feel that unfair.stay bunglow should dont have tis kind of problem

so correct leh....human rights...as long as that smoker dun cross ur boundaries like smoking in ur house....u cant sue him for tat...
