the plastic cover is on the legde lar not on the clothes.  That mean we could install 2 or 3 poles on top ledge of the kitchen window.  The cover the pole with a good quality transparent plastic cover thus water dripping from wet clothing or even used-condom wl not fall on out clothes but will fall on the plactic cover. 

Thus, if u saw a used-condom or any disguting litters, u know its from your direct neighbour upstairs.   All houses should have one.

Sub suggest to HDB.

If this is the case, why don't we ask HDB to make the ledge an extension to transform it into small balcony where we can still hang out clothes and is able to wash any rubbish coming down from above easily ?
