How to complain resident hanging wet clothes?

It's already not the first time...

This inconsiderate neighbour is from Blk 2--B Punggol Field #**-***.....--> always hang wet clothes or even wet floor rug

DO they have no brains or just purely lazy?

My neighbour at Blk 2--D Punggol Field #16-*** isnt any better too!! She/ he hangs 6-poles of super dripping laundry out every weekend afternoon. On several occasions, I thought it's raining!!!  So terrible...! She can simply ignored the clothes hanging in the lower floor, imagine all the effort wasted just becos of such inconsiderate ppl.
In order not to pick up quarrels, I have not went up to confront her yet. Being neighbours, we tends to bump into each other again. 
I wonder is this the reason for her to pick #16 floor unit....She gets to wet others' clothes but her own remains clean!

Try just go up there and let her know as-a-matter-of-fact manner ... keep emotion even and see no need to flare up. Done that a few times over the few neighbours will dripping problem in my block. It even come to a case that I have to do a few times for one of them that when I saw him in the lift, he asked me whether am I suffering from ths issue anymore as for his case, it was his maid that failed to ensure the cloth is not dripping before hanging out ... it works man ...

i did everything, except informing the 'upstairs goddess' abt the dripping.  i called town council, i shouted from the top, i use my bamboo pole & hit on theirs.... 

i realize they weren't the only *idiots*  those above her is equal.  after that, i dun hang outside anymore.
