How to complain resident whom has washing machine's noise on the whole day?!

Does anyone knows how to complain resident whom has the noise from washing machine repeatly the whole day?!

We are staying at a blk near to the Punggol Plaza and irritated by the constant noise from a nearby washing machine! This household practically start their washing from 0730hrs and end only around 12 minight!

It is very frustrated when we only some peace after a hard day's work!

Pls, pls share with us if you know of this household or shared the same frustration as ours!

Not surprise, my block here, there is a home-business on pet grooming. Don't know which floor. The barking of dogs so noisy. One day, we took the same lift as him. He carried those black garbage bags. Damn stink......wonder how his baby can tahan with all those furs flying around.
