I am living on the lower level. My neighbours living on the higher floor loves to share what they use and eat with others by throwing everything out of their windows.  E.g. Soiled baby daipers, used tea bags, empty bread plastics, sweet wrappers, fish bones, cigerrette butts.we can't hang our clothes out at all.  Once my husband's clothes was been burnt by the butt thrown down.
We've made several complains to the Town Council but nothing seems to stop our "lovely neighbour". 
How can such inconsiderate people be living in HDB flat?  What are they thinking?

I rather you self help.
Simple way is install a camera outside pointing upwards, record down and once detected the idiot, upload to uTube.
And also pass the evidence to the relevant authorities.

That is littering. Fine your neighbours. Report police. causing public disturbance and nuisance, and endangering other people's life by throwing hazardous materials out of the window.

Are you sure that even the soiled baby daipers were out of the window? By the way do you know which unit? May be you can let the relevant department know.  mad
