Litter Bugs on higher floors

Of coz I know which unit, but I do not know which floor above has thrown OUT ALL THOSE "LOVELY SOUVENIERS".
I've already made complains to the Town Council several times and they has already inform the Ministry of Environment. I've alsocomplain to the HDB.  But they sAID THEY CAN'T DO ANYTHING.
I think the only solution is not to hang any clothes out.

no point going to town council. we had the same problem too and i endured for so long, picking up the litters on my air con ledge and windows. eventually we called the police and immediately the police went up to warn the two units staying above us. since then we don't get that kind of irritating problem.
