In the olden days where imported hanging water tank/ squatting toilets were used, there was hardly any maintainance or water-leaking problems. ( Probably all are imported from England or Australia )
Roughly twenty years ago, two piece sitting bowl toilets were introduced ( flushing with lever ), also not much problem, except when water overflows, you just open the top cover and adjust the black plastic ball inside the water tank.
Today, it seems most toilet bowls can be seen having water sipping from the water tank ( a result of Singapore made product )
This problem can be big because it involves either partial or whole of Punggol Estate. Most residents may be paying extra water bills at no faults of their own. It is the result of inferior quality toilet accessories being installed.
If it is due to bad design, replacing the flushing system may not help.
