SINGAPORE: A recession is as good as any time to spend and invest. At the launch on Monday at Jurong Point mall of NTUC FairPrice's first 24-hour hypermart, chairman Ng Ser Miang said the cooperative would be spending S$40 million on upgrading and expanding its stores, including on IT systems and customer service training.
