You've decided which enrichment programmes? I think you've to decide on which programmes you want your kids to attend before you go round searching for the 'better' one.

For piano, like some parents in the forum, can consider either Cristofori in PP or Yamaha at Sengkang CC.
Dance? Ballet? Can consider Little Tots class from Crestar, I think the nearest is Thomson Plaza. U may want to check it out? Maybe they offer hip hop dance too?

Start at earlier age better.

However, before committing to all these enrichment. Think carefully the time frame that those enrichment required. And I'm not sure how serious are those enrichment skills to you.

Some people learn for 1-2 years, quit, they think as long as know the basic OK liao.
Some people do really think long term, means let's say take dancing, they will encourage the child to go all the way to reach the highest. Win many awards, taking part in all competition locally and overseas.

Just like climbing mountain, reaching to the top isn't easy. Along the way, will feel tired, boring, etc. Need Perseverance.
